LTJG Francis “Frank” L. Toner IV, was deployed to Afghanistan in support of Operation Enduring Freedom with an embedded training team as garrison engineer mentor for the Afghan National Army’s 209th Corps at Forward Operating Base Shaheen, near Mazar-e-Sharif. On March 27, 2009, while LTJG Toner and three other Officers were conducting physical training around the perimeter of Camp Shaheen.

They were attacked by an enemy who had infiltrated the Afghan National Army. In seconds, Officers were shot and lying wounded on the ground. LTJG Toner, unarmed, verbally challenged the insurgent and continued to advance until he was fatally wounded. LTJG Toner’s actions distracted the attacker from shooting the second wounded, and allowed the fourth runner to seek reinforcements.

Frank graduated from the U.S. Merchant Marine Academy in 2006, and fully embodied their motto – ACTA NON VERBA (deeds not words). He was courageous, energetic, and cared about the well-being of others. For his bravery he received the Silver Star for Gallantry, Bronze Star with Valor, and the Purple Heart. He is survived by his wife, Brooke, parents and siblings.
