Seaman Garstka grew up a ‘military brat’ living in several countries, and entered the U.S. Navy aer high school. He served on the USS Raleigh (LPD 1) Omaha-class light scout cruiser, and later, the USS DEYO (DD989) class destroyer, which earned the Coast Guard Meritorious Unit Commendation for Operation WAGONWHEEL in 1984 (a joint Navy/CG drug interdiction operation.)

The Battle Efficiency “E” designation in 1985 as top destroyer in Destroyer Squadron Six. While aboard, Seaman Garstka performed Boatswain’s Mate duties, volunteered off-duty, and played TAPS during flag ceremonies and for the fallen at military funerals. Seaman Garstka died September 1985 in the line of duty aboard the DEYO while proudly serving our great nation.

His legacy of selfless service and deep-rooted PATRIOTISM for America passed to his twin sons, whom he was most proud of, and who coincidently were born on MEMORIAL DAY. Both chose service in the USAF: Justin (SSgt of UT), and Jason (TSgt, now GG-12 of CO), who also volunteered for 4 years in the Honor Guard to help bury and honor fallen heroes like their Dad.
